He is known as Dabdoob (means Bear) and he was a very known figure in the 80s and was used commonly for campaignes in TV, schools and other areas of young people gathering. in here I would assume he is supporting the police in conveying a message for whatever campaign or event it is.
Ha! Dabdoob came to my school just last week. You should have heard the murmor when he walked into the auditorium in his costume. My kiddos were also quite impressed by the rather large mound of gifts he brought with him. (Note: They were NOT so happy about sitting still for a 2 hour long presentation on bus safety.)
